Future image billing rule

Image models will later be billed by output-resolution tier. Image-to-image and multi-image reference tasks will also include an input-image fee: the first 3 input images will not incur an additional charge, and each image from the 4th onward will be billed at the published excess-image rate.
The resolution-tier prices and excess-input-image price have not yet been announced. Until this rule is enabled, billing remains based on the number of generated output images at the current per-image price; input images do not incur an additional charge.
